bridge-utils manpage contains incorrect max for portprio

Bug Description

1. % lsb_release -rd
Description: Ubuntu 16.04 LTS

set port priority failed: Numerical result out of range

The manpage (bridge-utils-interfaces) says that bridge_portprio has a default value of 128. However, the default is infact 32. Additionally, no value higher than 32 can be set.
