gstreamer1.0-plugins-ugly is in recommends of libbrasero-media3-1

On bionic, it's in 'Suggests', but on focal it moved into 'Recommends', so it will be installed in OEM project. May I know the reason, and could we put it back into 'Suggests'? Thanks!

From focal's source code, 'Recommends' was added at 'importer/import/2.28.0-1'.
But on bionic, it's 3.12.1-4ubuntu2 and still use 'Suggests'.
