bottlerocket: does not create persistent /dev/firecracker

Bug Description

On Ubuntu 14.04 (and 13.10), the /dev/firecracker symlink to /dev/ttyS0 is created at installation time, but not on reboots. This is a problem when /dev is a devtmpfs.

I think this is the same issue, found in Debian:

I believe this can be solved by packaging a proper udev script.
