botan ecdsa test failures on ppc64el with openssl 3

Bug Description

botan previously built fine in jammy but ftbfs on ppc64el since the switch to openssl 3, with ECDSA/EMSA1(SHA-384) and ECDSA/EMSA1(SHA-512) test failures:

Still getting to the bottom of this issue, as editing the test case itself to prune other "unrelated" tests seems to cause it to pass.

Here is a stripped-down src/tests/data/pubkey/ecdsa_wycheproof.vec containing only the set of tests that fail.

I tested against a build of openssl3 from trunk (d450eb84c802b2f78971f905b251a0fb89ebb7d1) and the problem was still present.

I tried rebuilding openssl with -O2 since the default optimization on ppc64el is -O3; no change in behavior.
