Bug Description

This started after the upgrade from 13.04 to 13.10 failed partway through.
After the failure I am able to reboot and the machine does say it's running 13.10
But the Software Updater won't start it says:

   "An unresolvable problem occurred while initializing the package information.

   Please report this bug against the 'update-manager' package and include the following error message:
  E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages."

Trying to upgrade from the command line fails as follows:

$ sudo apt-get upgrade -f
