libboost-mpi-dev missing dependency on lucid

The package libboost-mpi-dev exists in the universe repository for lucid, but depends on package libboost-mpi1.40-dev which does not exist in any repository.

$ sudo apt-get install libboost-mpi-dev

This is likely related to bug 582420, but I'll let the developers make that call. Perhaps libboost-mpi-dev should be removed from the repositories if it has missing dependencies.
