UTF-8 display problems with Indic fonts

Bug Description

In the "choose a language" screen in d-i:

- Scroll up until "Hindi" is not visible (if necessary).
- Scroll down until the cursor is below "Hindi"
- Move the cursor back up to "Hindi".

When you do the third step, the last character disappears.

Apparently Indic font support is poor in general on the console; the comments
I've been hearing upstream suggest that we need a graphical installer to fix
this one.

Is bug 20976 a duplicate of this one? It has a screenshot; does that show what you were talking about?
