Did your bluetooh adapter stopped working or never worked?

Can you try to reset the adapter:
sudo hciconfig hci0 reset

Please don't assign yourself to bugs, If you don't plan on fixing them. By assigning your making a clear statement that you're working on it, so other developers won't look twice at your bug.

Eldar, by the way, does this happen to be a wi-fi/bluetooth combo card? And the wi-fi module in this case is made by Atheros? You can verify it very quickly by the lspci command. FYI. This issue might be related to https://bugs.launchpad.net/ubuntu/+source/linux/+bug/714862 as they share very similar symptoms.
