[lucid] no bluetooth device found

Bug Description
Binary package hint: bluez
I have seen the other reports and do not think this is a duplicate.
I do not file this by means of ubuntu-bug because of bug 538097.
First I enabled the bluetooth device in the bios,
but still no success.
lsusb finds one:
# lsusb | grep -i broadcom
Bus 003 Device 004: ID 0a5c:4503 Broadcom Corp.
Bus 003 Device 003: ID 0a5c:4502 Broadcom Corp. Keyboard (Boot Interface Subclass)

dell Wireless Tool does find the device:
# sudo dellWirelessCtl --st_bt

But hcitool does not find a device:

bluetooth-applet says that my computer does not have any Bluetooth adapters
plugged in.
There is no bluetoothd running:
