[Impact]
On/off of Bluetooth in gnome-control-
[Test Plan]
1. Open gnome-control-
2. Turn off Bluetooth via UI
3. Turn on Bluetooth via UI
Expect: Device list appears, so Bluetooth really is on.
[Where problems could occur]
Since the fix involves the 'rfkill' logic it has the potential to affect any Bluetooth or Wifi on/off setting.
