"sudo bluetoothd --compat" fails with "SDP session setup failed, disabling bluetooth"

`sudo bluetoothd --compat --nodetach` fails with `SDP session setup failed, disabling bluetooth`. That is unexplicable and not helpful, please provide usable feedback and instructions how to handle the problem.

Bug is still present in Ubuntu 16.10. As far as I can tell 16.10 has no bluetooth file transfer capability AT ALL.
