Bluetooth stays on after reboot in Trusty beta 14.04 even if was set as off before

Bug Description

Even if you put bluetooth off, it stays on after every reboot in Trusty beta 14.04.
In Precise, I set it off once and it remained so after every reboot.

Ubuntu 14.04 reached end of standard support in April 2019:
