Bluetooth incorrectly enabled after suspend

Bug Description

On a laptop running Ubuntu 21.04 with Unity, if you:

1. Click on the bluetooth icon in the status bar.
2. Click on the enabled slider to disable bluetooth.
3. Suspend the machine.
4. Close the lid.
5. Wait ten seconds.
6. Open the lid.

then bluetooth is enabled again, even though it was disabled before suspending.

This still happens after upgrading to Ubuntu 21.10.

I've just realised that I've filed this bug against blueman, but I no longer have the blueman package installed, so it can't be the cause. The bluetooth related packages I have installed are:
