Blueman does not respect XDG_DOWNLOAD_DIR variable from .config/user-dirs.dirs

Bug Description
Steps to reproduce:
1. Install Ubuntu MATE 16.04 LTS or Ubuntu 18.04 LTS
2. Change name of the Downloads dir in *~/.config/
3. Reboot
4. Login
Expected results:
BlueMan respects the settings in *~/.config/
Actual results:
BlueMan shows error GUI and asks user about missed Download directory -
"Configured directory for incoming files does not exist
Please make sure that directory "/home/
also it has old value in `dconf`:
$ dconf dump / | grep -A2 blueman*.transfer
[org/
shared-
Possible workaround:
change directory by hand in `blueman-services` GUI.

Workaround is change directory by hand in dconf Editor (in org - blueman - trasfer, then double click on path)
