Please remove blogilo from Bionic 18.04

Blogilo was removed from KDE Applications from v17.12

Furthermore, it fails to rebuild against the new Applications 17.12 libraries, and the current 17.08.3 binaries in the archive depend on the 17.08.3 library version which have been bumped in 17.12.3, and would therefore block 17.12 from migrating if it remains.
