Bug Description
It's either Blender or more a latest linux kernels issue.
In ubuntu 17.10 I've tried new kernels via 'ukuu' app and everyhing was fine to linux kernel 4.15.11 but right from 4.15.12 no cuda were detected in Blender even I've added 'sudo adduser <existing user> video' in terminal and in ubuntu 18.04 under the kernel 4.15.0-20-generic it's the same issue, no cuda.

In Ubuntu 20.04, it does work (for me) when you use the proprietary nvidia xorg driver and have nvidia-cuda-toolkit installed.
