Bug Description
Binary package hint: bleachbit
I am running Ubuntu 10.10, Maverick. The version of bleachbit is 0.8.0-1. When I have installed bleachbit before, there was a version for root as well as a version for a regular user. Now, only one version was installed - the one for a regular user, with no password and no special privileges. This means I couldn't use bleachbit (as installed) to clean out my apt cache.

I think you mean there is a menu entry missing. I checked on my Lucid Lynx, and actually the whole system menu (where both BleachBit menu entries should be) is completely missing. The solution will be to file BleachBit's menu icons in a different menu.
