Bug Description
It is caused by the following error trying to start the bind9 service in postinst:
Setting up bind9 (1:9.8.1.dfsg.P1-1) ...
locale: Cannot set LC_CTYPE to default locale: No such file or directory
locale: Cannot set LC_MESSAGES to default locale: No such file or directory
locale: Cannot set LC_ALL to default locale: No such file or directory
NOT updating named.conf.options to include DNSSEC enablement
* Starting domain name service... bind9 [fail]
invoke-rc.d: initscript bind9, action "start" failed.
As can be seen in the attached syslog the /etc/bind/
