Probably just an improper use of assert(). This can be reproduced with

dig +tcp +noall +answer -t dnskey . > /etc/trusted-key.key
dig +topdown +sigchase wrong.isc.org

I'm unable to reproduce using the latest version in precise - 1:9.8.1.dfsg.P1-4ubuntu0.1.
