Bug Description
Since bind9 has been approved for MREs, it would be best to have unit tests run during build time to catch upstream errors when doing version updates. Currently, in the
debian/rules directory dh_auto_test is overridden to be blocked. This
was done in Debian in 2019 since kyua was not available to them -

Luckily, however, in Ubuntu we do have kyua and can run these tests by adding the reverse of this commit back to Ubuntu.
