Bug Description
This was apparently fixed for Hardy in bug #257682.
But problem is present in Xenial, Zesty and upstream https:/
The DIG_SIGCHASE is present in some commands in the build log, but not for those compiling bin/dig.

Confirmed bug still present in zesty and xenial.
