Installing bind9 as per HACKING.txt leaves a running bind daemon on developer's machines

Bug Description

MAAS brings up short-lived instances of named in its test suite,
and when running in "development" mode. It requires that bind9 is
installed, but does not use the system instance of named. It
would be useful to have an option to disable start of bind9. This
may also be useful if running an alternative nameserver on the
machine.

One way to stop it is to put

exit 1

at the top of /etc/default/bind9

I don't think it interferes with anything to leave it running, and RSS
on my machine is <4MB, so I'm not sure this is high priority. Also, it
should probably be targeted at bind9 in Ubuntu, to provide a
convenient way to disable start.

We could add a debconf option which writes another entry to /etc/default/bind9 that the init script then checks. But this change should probably best go to Debian in the first instance, since it would equally apply to them.

How important for the MAAS team is it to get this functionality into Ubuntu?

fwiw, I'm with Gavin on this one, that's a *minor* problem with the *dev* environment so that definitely seems like "low priority" to me.
