beidgui only runs as root

Bug Description

I installed beidgui like this on Kubuntu 8.10 i386

sudo apt-get install opensc openssl libopensc-openssl libpcsc-perl libpcsclite1 pcsc-tools libccid libacr38u libacr38ucontrol0 beid-tools pcscd libpcsclite-dev beidgui libbeid2 libbeidlibopensc2
and reboot.

The application beidgui does not start
marc@L1:~$ beidgui
Segmentation fault

When I start it as root, the SW starts with an error popup Cannot set locale to 'nl_BE'
If I click OK on this, the application works normally, but I have to be root.

Next step: use beid to login to login to a federal governmet site
Here I get following error in my firefox browser

An error occurred during a connection to certif.belgium.be:443.
SSL peer was unable to negotiate an acceptable set of security parameters.
(Error code: ssl_error_handshake_failure_alert)

All of this worked perfectly in Kubuntu 8.04 i386
