python-behave does not creates enty-points

Bug Description
According to /usr/lib/
it should create console script:
behave = behave.
After installation, there is no behave command.
Steps to reproduce:
apt-get install python-behave
behave
Expected result:
behave run
Actual result:
behave: command not found
