Diagnostics from apt & dkms post-install :

Loading new bcmwl-6.30.223.271+bdcom DKMS files...
Building for 5.4.0-28-generic 5.4.0-29-generic
Building for architecture x86_64
Building initial module for 5.4.0-28-generic
ERROR: Cannot create report: [Errno 17] File exists: '/var/crash/bcmwl-kernel-source.0.crash'
Error! Application of patch 0028-add-support-for-linux-5.6.patch failed.
Check /var/lib/dkms/bcmwl/6.30.223.271+bdcom/build/ for more information.

Probably the patch 0028 adding kernel 5.6 support should not be applied during building on kernel 5.4
As I understand, right now Ubuntu Groovy is still at kernel 5.4, not 5.6
