This patch file, from Zesty's package, along with the dkms.conf which patches it, makes this work on Xenial.

Replacing the dkms.conf with this version, and putting the above patch into the patches folder, then rebuilding the module using dkms solves the issue.

I made Wifi work with kernel 4.11 again by removing the package bcmwl-kernel-source and installing firmware-b43-installer.

But I'm not sure if this is just a workaround or the proper solution.

Forget my last comment, Wifi does not work correctly with kernel 4.11.

I had to switch back to kernel 4.10 to get a working bcmwl (and Wifi) again.
