/sbin directory isn't listed into default users $PATH

Bug Description
On a just fully upgraded from 11.04 Oneiric beta the default user env PATH is
echo $PATH
/usr/local/
so commands like ifconfig are to be called with /sbin/ifconfig or run by root sudo ifconfig

Just to note - this is only if using gdm instead of lightdm
I'd had a bug on this earlier, though I invalidated due to when doing a fresh install and switching from lightdm to gdm couldn't find loss of function (didn't fully test though
