Bug Description

Steps to reproduce:
1. Install Ubuntu MATE inside Docker with x11docker as described in https://ubuntu-mate.community/t/running-ubuntu-mate-inside-docker-container-by-x11docker-with-gui/23342/1

2. Launch freshly created container with `x11docker --desktop ubuntu-mate:impish --sudouser --dbus --share ~/Temp --clipboard --pulseaudio --xtest --init=systemd
`
3. Try to launch MATE Terminal

Expected results:
* MATE Terminal starts normally as it was in Ubuntu MATE 21.04

Actual results:
* MATE Terminal started, but terminal is not shown, shows errors instead and two buttons -

"
There was an error creating the child process for this terminal
Failed to execute child process “bash”: Failed to fdwalk: Operation not permitted

[Profile Preferences] [Relaunch]
"
