Bash-completion doesn't work

Bug Description

There's a nice little addon to bash called bash-completion. (On debian it is part of the bash package itself)
It lets you do stuff like apt-get install open<TAB> and show all available packages to install.
It also auto completes ssh, cvs and lots others.

The file /etc/bash_completion exists and works once it is "sourced".

Why is this disabled in ubuntu (tested on hoary)? It's a great feature.

Also, where should be the proper place to source this file? .bashrc?
