tab completion does not work for fio command

Bug Description

$ lsb_release -rd
Description: Ubuntu 19.10
Release: 19.10

$ apt-cache policy bash-completion
bash-completion:
  Installed: 1:2.9-1ubuntu1
  Candidate: 1:2.9-1ubuntu1
  Version table:
 *** 1:2.9-1ubuntu1 500
        500 http://us.archive.ubuntu.com/ubuntu eoan/main amd64 Packages
        500 http://us.archive.ubuntu.com/ubuntu eoan/main i386 Packages
        100 /var/lib/dpkg/status

Steps to reproduce:
1. Open terminal
2. Create a test file:
$ touch testfile
3. Enter:
$ fio testf
4. Press tab to trigger completion of filename
5. It does not complete

Note that if trying the above steps as root with 'sudo -s' tab completion does work.
