Binary package hint: base-passwd
update-passwd doesn't seem to know about gshadow files, so will add groups in an inconsistent way.

Right. Unfortunately glibc doesn't have the functions necessary to do this (old Linux libc did; I don't know why they never got implemented in glibc). I suspect I'll have to clone the code across from shadow. :-(
