bash config files should be synced with bash's skeleton files

Bug Description

- /etc/profile should source /etc/bash.bashrc for the bash case
- /root/.profile should only source /root/.bashrc for the bash case
- /root/.bashrc should be identical to /etc/bash.bashrc

Approved changes:

- sync skel and /etc rc files
- update bash completion (to what is in Debian, disabled by default, safe)
- fix the erroneous comment
