package does not install without update-manager-core installed

Bug Description

Binary package hint: base-files

In natty 11.04, when attempting to upgrade base-files without update-manager-core installed, dpkg failed:

Setting up base-files (5.0.0ubuntu25) ...
exec: 3: /usr/lib/update-manager/release-upgrade-motd: not found
run-parts: /etc/update-motd.d/91-release-upgrade exited with return code 2
dpkg: error processing base-files (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 base-files
E: Sub-process /usr/bin/dpkg returned an error code (1)

Installing update-manager-core fixed the problem, but it is not listed as a dependency.
