rewrite 50-motd-news to use wget instead of curl

Bug Description

50-motd-news is shipped in base-files and uses curl but cannot depend on it. curl is not included by default on desktop installs. It'd be better if wget was used instead of curl to get the news from motd.ubuntu.com.

This is not trivial to implement, the script uses several advanced options of curl which don't appear to have direct equivalents in wget.

FWIW, fwupd and libsane1 require libcurl3-gnutls. libgphoto2-6 requires libcurl4. base-files does not require anything curl related in 22.04 Jammy and probably anything post 20.04. The curl binary through the curl package is not installed by default.
