nsswitch.conf user information tool

Bug Description

From the NetworkAuthentication BOF, there needs to be a tool in base-files
(probably) for modifying nsswitch.conf in order to add different sources for
passwd, group and shadow information. This is needed so that a higher-level
tool can easily add and remove a network user information source (winbind, LDAP,
etc.).
