/etc/legal is displayed 2 times on login

Bug Description

I'm using Ubuntu 13.10 dev with base-files 6.12ubuntu3 and if I login on the console after a reboot the message from /etc/legal "
The programs included with the Ubuntu system are free software;
the exact distribution terms for each program are described in the
individual files in /usr/share/doc/*/copyright.

Ubuntu comes with ABSOLUTELY NO WARRANTY, to the extent permitted by
applicable law.

" is displayed 2 times. A second login doesn't show the message anymore but if I reboot my system I'm seeing it again 2 times on login.

The same for a core install of Ubuntu 15.04 "vivid" Core install. It shows twice there as well.
