Hardware clock should not be changed by default

Bug Description

The current warty install appears to set the internal clock to UTC, which would
be fine, except that since I duel boot with XP I end up with my clock in XP one
hour slow. Could we either have the "Hardware clock is GMT" question, or - since
you detect that I'm duel booting as part of the Grub install - do the same thing
to not break the duel-booted OS?
