Equalizer option is disabled / grayed out

Bug Description
Unsure as to the reason, there doesn't seem to be an option for it on the preferences menu (or anywhere that doesn't require me to look at code or recompile the whole thing) , but the equalizer option is inaccessible and has been since the 2.2 update (it was working before).
Hopefully it's a real life bug and not a bad case of user n00bism (me) :)

The equalizer used by Banshee is included in gstreamer0. 10-plugins- good. Do you
have that package installed?
If so, please run this command: "gst-inspect-0.10 | grep equalizer" and see if
that shows anything.
