This is essentially the same problem as your other bug 1702623.
I highly appreciate that you filed them separately as this is not always the case, but in this one I'll dup the two bugs together.

The root cause as it appear to me is that you have out-of-archive packages that conflict with the one in the archive.

The packages bacula-enterprise-* are not maintained/provided by Ubuntu.
Wherever they are from they conflict with the local versions.

I assume you have the packages of the enterprise edition and they way they packaged that up makes them mutually exclusive.
They should add a conflicts with the in-archive packages for that - or provide versions with a different epoch above the ones from Ubuntu.

There is not a lot Ubuntu can do about that, you might file a bug with bacula enterprise if you want. Feel free to link and document that here but from a community perspective this is "incomplete" unless you provide further info explaining why this is a distribution bug.
