Confirmed.

Run the following commands:

  sudo apt-get install backuppc
  sudo apt-get remove backuppc
  sudo apt-get install backuppc

Consistently reproduces this issue.

It is a permissions problem. The quick manual fix for this is to change the user and group of the files /var/lib/backuppc/pc and /var/lib/backuppc/cpool to 'backuppc'. I'm working on a packaging fix.
