In which ubuntu release did this fail? I quickly ran the aws command on xenial and it worked:
$ dpkg-query -W python-boto python3-botocore awscli 1ubuntu1~ 16.04.0
awscli 1.11.13-
python-boto 2.38.0-1ubuntu1
python3-botocore 1.4.70-1~16.04.0
I see that python3-botocore in xenial does not have the patch that debian applied, so some other code path must be at play here.
