missing attiny1634 support

There is a patch for attiny1634 support in Ubuntu's avr-gcc, but Ubuntu's avr-libc still does not have support for that device. It doesn't seem like avr-gcc support is very useful without avr-libc support. I guess packaging avr-libc 1.8.1 would fix the bug too. The device is listed in the upstream manual:
