After upgrade from 22.10 to 23.04, adding printer to cups does not work until disabling avahi-daemon

Bug Description

After upgrade from 22.10 to 23.04, adding network printer to cups does not work until disabling avahi-daemon

Network printer is detected, the name can be entered, but instead of the driver list an error message that the driver list cannot be loaded appears. The cups error_log shows
ippfind closing client x after 900 seconds of inactivity.

systemctl disable avahi-daemon
solves the above issue

Also the automatic printer detection (ddns?) does not work
