avahi-daemon fails to start if the kernel does not support SO_REUSEPORT

Bug Description

When running with a version of avahi-daemon compiled with SO_REUSEPORT available, failure of this call fails startup of the daemon. This occurs in the panda images where we have a very old kernel relative to userspace which does not support the call at all.

Where this call fails ENOPROTOOPT that implies the call is not implemented, and if we ignore it we are in no worse situation that we were when the code was not supported.

avahi (0.6.31-2ubuntu4) saucy; urgency=low

  * When userspace defines SO_REUSEPORT we will attempt to enable socket
    port number reuse. However if the running kernel does not support
    this call it will fail preventing daemon startup. If this call is
    present but fails ENOPROTOOPT then we know that actually the kernel
    does not support it and we should continue as if we did not have the
    call at all. (LP: #1228204)
