linux-headers missing in s390x containers

Some DKMS package tests in LXC only work when being run against linux-meta*, as in that case that installs the corresponding kernel headers. They fail with other triggers as there is no default kernel headers installed in containers.

Either install a default kernel into containers, or ignore linux-meta* triggers for determining "ever passed".

    warnings.
  * When using --apt-source with --apt-pocket= with an explicit package list,
    let apt-get source download the source version that matches the pinning.
    This avoids running tests from -proposed against packages in -release.

    in sid and xenial, but is too greedy for older releases.
