fails when system python is set to python3

Bug Description

Currently the `/usr/bin/autopep8` script has `#!/usr/bin/python` at the top, and yet it only installs with the python2 module. As a result, if the system python (via /etc/alternatives) is set to python3 then it fails with a mysterious "pkg_resources.DistributionNotFound: The 'autopep8==1.3.4' distribution was not found and is required by the application".

(bug was noticed in 18.04 bionic)
