missing linux/aufs* header files cause aufs-tools build failure

Bug Description

aufs-tools currently fails to build with:

make[2]: Entering directory `/build/buildd/aufs-tools-20100601'
cc -g -O2 -I/usr/include -I./libau -O -Wall -Wl,-Bsymbolic-functions c2tmac.c -o c2tmac
c2tmac.c:21: fatal error: linux/aufs_type.h: No such file or directory
compilation terminated.
make[2]: *** [c2tmac] Error 1

even if the module is not built, the missing header shouldn't cause a build failure.
