Audacity no longer shows menu in top panel

Bug Description

Since a recent update, there is no longer a menu in the top panel. This means no access at all to several operations, for example, I can no longer change the tempo.

This same bug also effects Libreoffice. As it may well effect multiple applications, it needs tracing. Can I help? I have reported it as Libreoffice bug #1535579.
