Atril can't open cbr (rar) archives

Bug Description

On Ubuntu MATE 18.10, I get thumbnails for cbz (renamed zip archives) but not cbr (renamed rar archives). When trying to open a cbr with Atril, I get an error message saying that the RAR archive (application/vnd.rar) filetype is not supported. It opens cbz files just fine.

The issue already happened in the past and was fixed in Atril 1.16.1 but it looks like it's back in 1.20.2.

The same happened to me with Atril (Mate desktop) and Evince (Gnome desktop) in Debian testing last month. Stop opening cbr files but still opening cbz files. It's a problem with mime types.
