Aspell is installed without any dictionaries

Bug Description

I'm relativly new to Ubuntu (Gentoo convert), and I noticed that Gaim had no
spell checking. I checked and aspell was installed, but upon looking further,
no aspell _dictionaries_ were installed (which I would assume would make spell
checking more difficult). Ubuntu should install dictionaries for the locales
installed.

The installer asks you about whether to install additional language support.
Also, you can select input aids (which includes spell checkers) in the language
selector for any additional languages you need.
